I thought influenza vaccination fell under Public Health, why am I seeking authorisation from the ICSs?

Although the vaccination programme and enhanced service for the giving of the vaccination falls under public health (previously NHS England). The budget for the reimbursement of the drug used falls under Personally Administered drugs and therefore the ICS.
