We have been commissioned by the practices to conduct a FP34D reconciliation of their historic Seasonal Influenza Drug claims. This claim is made under the terms of the Statement of Financial Entitlements (SFE). This claim is for the drugs used and thus sits within the ICS budget and not public health.
During the development of this process, working alongside your colleagues at the NHS BSA, it was suggested that ICBs should “preauthorise” the claim to support in year budgeting. This preauthorisation is requested in the NHS England Standard Operating Procedure that NHSBSA work to.
Although 6 year historic drug claims made under the SFE are well established, there does not seem to be a standardised process for authorisation across ICBs.
